A change to your phone service benefits can leave you wondering whether you need to apply again or complete extra paperwork.

If you receive or are applying for California LifeLine and federal Lifeline through AirTalk Wireless, it’s important to understand the separate requirements to keep the discounts you qualify for.

Since February 1, 2026, the two programs have used separate application and renewal processes. Here is what that means for your enrollment and annual renewals.

1. Two Separate Programs, Two Separate Applications

California LifeLine and federal Lifeline both support eligible households by lowering the cost of phone service, but they are administered separately.

California LifeLine is run by the California Public Utilities Commission (CPUC) through the California LifeLine Administrator. Meanwhile, the federal Lifeline is overseen by the Federal Communications Commission (FCC) and administered through the Universal Service Administrative Company (USAC).

Previously, one application could be used to enroll eligible California customers in both programs. Following the FCC’s November 20, 2025 Order, that shared process ended effective February 1, 2026. That means:

You can still receive benefits from both programs if you qualify, but each program must approve your participation separately.

2. What Has Changed for New and Current Customers?

New Customers Need Approval from Both Programs

If you are a new customer, you must apply to and be approved by both California LifeLine and federal Lifeline to receive the maximum combined discount available to you.

Approval for California LifeLine alone does not establish your federal Lifeline eligibility. Each program reviews your application under its own requirements.

Annual Renewals Must Be Completed Separately

New and current customers must meet each program’s annual renewal requirements to keep both discounts.

Renewing California LifeLine does not automatically renew federal Lifeline, and renewing federal Lifeline does not renew California LifeLine.

If you were enrolled before February 1, 2026, you do not need to re-enroll. However, you should read and respond to renewal or eligibility notices from either program by the stated deadline.

Some existing California subscribers may also receive a federal continued-eligibility request from USAC. Follow the instructions in that notice even if you have already completed your California LifeLine renewal.

USAC states that this process fulfills the 2026 federal recertification requirement for affected subscribers.

Disaster Relief May Differ Between Programs

During a qualifying declared emergency, California LifeLine may temporarily pause annual renewal and non-usage requirements for affected customers. These protections can help people maintain their state benefits when a disaster disrupts service or prevents them from completing paperwork.

Federal Lifeline requirements may still apply unless the FCC grants corresponding relief. Do not assume that a California renewal extension also extends a federal deadline.

If you receive a notice during an emergency, contact AirTalk Wireless for help support knowing which requirements apply to your account.
